Enrollment for State Preschool and Family Child Care (FCCHEN)

Open enrollment begins in the spring and continues throughout the year as space becomes available.

How to Apply:

  • A valid email address is required to complete the application. If you don’t have one, you can easily create one here: https://bit.ly/2pSkbUy

  • Click the enrollment link to get started. You’ll be guided to create a Parent Portal, which serves as your application and a way for us to communicate with you.

  • After signing up, you’ll receive a verification e-mail, be sure to open it and confirm your account.

  • Once verified, you can log in, enter your information, and upload the required documents before submitting your application.

  • You’ll receive a confirmation email from HUBBE after submitting your application. You can log back in anytime to update your information if needed.

After your application is reviewed, a member of the Early Learning Programs and Services team will contact you to discuss next steps.

Each of these programs plays an important role in helping young children build the foundational skills they need for lifelong learning and success. We also support families by connecting them to local resources, and we equip early educators with valuable training and tools to create nurturing, enriching learning environments.

A child does not have to be ‘toilet trained’ to attend our programs. Based on your child’s individual needs, we can assist them in the toilet training process or make accommodations for your child's special needs.

There are no specific requirements to enroll with Help Me Grow Tehama. Help Me Grow services all Tehama County families with children between the ages of 0-5 with home visitation, resource connections and outreach events at no cost to families. 

Help Me Grow supports the community with free car seat inspections and free installments while supplies last. The process includes a short education on proper installation, a free car seat safety inspection and a free car seat installment if needed. You can complete a Pregnancy to Preschool referral, call 211, or call the Help Me Grow team directly to request a car seat inspection or installment. A Help Me Grow Family Resource Liaison will contact you and schedule an appointment to meet your needs.

A certified Child Passenger Safety Technician will first complete a car seat safety inspection then decide if a new car seat is needed. This includes but is not limited to checking for recalls, checking proper installation and providing adjustments if needed or checking if the structural integrity has been compromised. If the certified Child Passenger Safety Technician determines that a car seat is still an appropriate fit for the child, has no recalls, and its structural integrity has not been compromised, then no car seat will be given. 
 



No, there is no registration fee for State Preschool or Family Child Care (FCCHEN). These programs provide free or low-cost early learning and care for eligible families based on income and need. Even if you’re not sure your family qualifies, we encourage you to apply. Our team can help determine eligibility and guide you through the process.

Our goal is to provide a welcoming environment for families and invite them to participate as equal partners in the education of their children. Opportunities to participate include, but are not limited to:

 • Parent/Teacher conferences. These are held twice per year. Conferences provide an opportunity for parents to collaborate with the teacher to develop goals for their child

 • Parent Advisory Committee. These meetings provide an opportunity for parents to provide input on the nature and operation of the program

 • Participating or helping at family festivals/events

 • Milestone Moments. This is a milestone checklist and activities to help your child grow and develop

Both programs offer quality early learning experiences for young children, but they look a little different in how they’re provided. State Preschool classrooms serve children ages 2 through 5 in a school-like setting. All members of the team are committed to quality early learning education. The educators at each State Preschool site are fully qualified for their positions, and hold Child Development Permits through the Commission on Teacher Credentialing. We offer part-day or full-day.

The Family Child Care Home Education Network (FCCHEN) serves children ages 0 through 12 in smaller, home-based environments. Licensed providers offer nurturing care and learning opportunities in settings that feel like family, with ongoing support and training to ensure high-quality early education.

Both programs serve income-eligible families and help children build a strong foundation for lifelong learning. We strive to create an environment that helps young children attain physical, cognitive, social, language and emotional achievements to be prepared for school.

 

Our organization offers continuous professional development for educators and providers in Tehama County, emphasizing developmentally appropriate best practices. We also offer access to available financial assistance opportunities to help reduce the cost of professional development and higher education.
